Why a door hanger rather than a letter?
It is seen. A letter joins a pile of post and is opened, at best, that evening. A door hanger is in somebody hand as they walk in, on the day you were visibly working on their street, which is the only moment your best evidence is standing in plain sight.
Is it legal to hang them on doors?
Rules vary by state and by neighborhood, and some HOAs prohibit it outright. Check locally before you print a large run, and never put anything inside a mailbox, which is regulated separately.
What response rate should I expect?
Nobody can honestly give you a number for your area, and anyone quoting one has made it up. What is reliable is the shape: hangers on a street where you are visibly working outperform the identical hanger on a street where you are not, by enough that it is worth organizing your distribution around it.
